On a daily basis I speak to businesses about going to the cloud, primarily with Office 365.
Sometimes the primary contact is the IT manager or external IT consultant, and unfortunately sometimes that’s where the conversation ends.
To be quite frank – usually this is because they have biased views and enforce those upon the business, or they are afraid of losing their job/revenue. Sometimes I come across an IT person who has legitimate reasons for not wanting to take the business the cloud, but those are few and far between.
